The challenge
Sans Phoenix Projects and Services held a government contract to deliver medical PPE — KN95 masks, safety goggles, visors, hazmat suits and disposable boot covers — into Germany and Qatar. The window for execution coincided with the period when China was repeatedly revising its export rules for medical goods: approved-manufacturer lists, mandatory certificates and export-declaration forms were being rewritten several times a quarter.
The team had to:
- source manufacturers per product line with valid certifications for the German and Qatari markets (CE, FDA, plus national regulatory requirements where applicable);
- lock specifications and confirm them on physical samples before production began;
- get the export pack right the first time — a government contract has no "second attempt", and a customs hold puts the whole project at risk;
- run logistics into two different countries within a single project.
Bilal Taha, the Sans Phoenix representative, was introduced to MATE Group through a Russian acquaintance and came in with a direct ask to execute the contract.
Our solution
- Supplier sourcing per line. For every product group — KN95, safety goggles, visors, hazmat suits, boot covers — we built a separate short list of producers with certifications valid for the client's destination markets.
- Samples before the batch. Before production kicked off, Sans Phoenix received physical samples for every line — a standard MATE Group gate: nothing goes into production until samples are signed off.
- Export paperwork under the current rules. The team tracked Chinese customs rule changes for PPE exports and filed the document pack against the live version. Documents cleared first time — no reissue, no border holds.
- China-side quality control. Our buyers inspected every batch at the factory warehouse before dispatch: certificate match, labelling, transport-ready packaging.
- Multimodal logistics. Shipments to Germany and Qatar ran in parallel, with transparent batch-level status for the client.
The result
The state contract was executed. Every batch — KN95 masks, safety goggles, visors, hazmat suits, boot covers — was shipped into both destination countries with correctly filed export documents. On completion, Bilal Taha gave MATE Group a full partner testimonial.
