What changed for importers and sellers on October 1 - short and simple?

Just a couple of months ago, news of possible changes taking effect on October 1, 2026 began to come up in conversations with our clients and, occasionally, in the media.

And here it is: Federal Law No. 289, titled “On Certain Issues of Regulating the Platform Economy in the Russian Federation”.

Key points and what to pay attention to

  • Marketplaces must give sellers the ability to publish information about themselves and their products, as well as about certificates and declarations of conformity, licenses and so on. This includes information about product labeling and customs declarations.

  • More categories under mandatory “Chestny ZNAK” labeling

From October 1, mandatory labeling applies to toilet paper, napkins, paper towels, canned food and sausages. Unlabeled stock imported before October 1, 2026 may be sold until September 30, 2027.

  • Simpler work with the traceability system (SPOT)

Importers who bring in goods from EAEU countries that fall under the traceability system no longer need to file a separate import notification if they submit the document on the upcoming shipment in advance.

How it used to be: when importing traceable goods, the importer had to send an import notification - a separate document that takes time and effort to prepare.

  • Educational institutions will be allowed to buy on marketplaces

For now this is being run as an experiment. Under its terms, schools, kindergartens and vocational colleges can now make purchases not only through the Unified Procurement Information System (EIS), but also on marketplaces included in the register of digital platforms.

As for our take on the new rules, nothing has really changed for sellers - in practice, they will need to upload certificates and provide information about product labeling and the customs declaration number; otherwise, since October 1, violating the product page requirements carries administrative liability.

A reminder to our readers and partners: at MATE we handle the full cycle of compliant import from China - we will arrange certificates/declarations of conformity, set up “Chestny ZNAK” labeling and clear the goods through customs - in the end, we take responsibility for the entire shipment from China to your address.
